The EU AI Act, NIST’s AI Risk Management Framework, and the evolving OCC and CFPB guidance for financial services are converging on a shared expectation: if you deploy an AI system that affects regulated decisions, you need documentation that can reconstruct how that system was built, how it behaves, and what controls exist around it.
This is not a new concept. Financial institutions have maintained model risk management frameworks under SR 11-7for over a decade. What is new is the scope of what counts as a “model” and the granularity of the documentation expected.
Under the EU AI Act’s requirements for high-risk AI systems, AI Technical Documentation under Article 11 must include the system’s intended purpose, the logic and mechanisms behind its operation, training data specifications, validation methodology, and performance metrics. This is not a one-time filing. It is a living record that must reflect the system’s current state.
For U.S.-based fintech and healthcare organizations, the EU Act may feel distant. It should not. Any organization with European customers or partners falls within its scope, and the SEC and HHS have been watching closely. The documentation expectations being codified in Brussels are the same expectations U.S. regulators are quietly building toward.
The “Vibe-Coding” Problem Is a Compliance Problem
There is a CTO archetype that has emerged over the past two years: technically capable, move-fast culture, deeply comfortable with AI-assisted development, and genuinely uncertain what their production AI systems actually do at a mechanistic level. They shipped fast. The product works, mostly. The users are happy, mostly. And now someone in legal is asking questions they cannot answer.

Model inventory management is the foundational discipline that most of these organizations are missing. At its simplest, a model inventory is a registry of every AI system your organization operates, what it does, who owns it, what data it consumes, how it was validated, when it was last reviewed, and what happens if it fails. In a well-governed financial institution, this exists for every statistical model that informs a credit or risk decision. For AI systems, most organizations do not have anything close to this.
Without a model inventory, you cannot answer basic questions: How many AI systems do we operate? Which ones touch regulated decisions? Which ones were updated in the last quarter? Which ones have human review controls? These are not hard questions to prepare for. They are just questions that require you to have built the infrastructure to answer them.

When auditing these components, remember that continuity is as important as content. A gap in the lineage or a missed AIA update during a version “hotfix” can undermine the credibility of the entire compliance history.
Why Fintech Has Less Time Than It Thinks
Financial services organizations face a specific version of this pressure that other industries do not. The OCC, CFPB, and FDIC have all issued guidance in recent years signaling that AI systems used in credit underwriting, fraud detection, and customer risk scoring are subject to existing model risk management expectations, and that those expectations require explainability, validation, and ongoing monitoring.
The Fair Credit Reporting Act and Equal Credit Opportunity Act create an additional layer. If an AI system influences an adverse action decision against a consumer, you need to be able to explain that decision in terms the consumer can understand. “Our model scored you below our threshold” is not a legally sufficient adverse action notice. The model’s contributing factors need to be human-articulable, not just visible to the data scientists who built the system. Building Documentation as Infrastructure, Not Afterthought
The organizations that will handle 2026 regulatory reviews well are the ones that made documentation a first-class engineering concern, not a task assigned to compliance after the system was already in production.
Practically, this means a few things that engineering leaders can implement without a massive process overhaul.
Treat model cards as required artifacts, not optional readmes. Every model deployed to production needs a living document that captures its purpose, limitations, validation results, and monitoring status. This is the minimum viable documentation standard for the model.
Instrument your AI systems the same way you instrument your software. If your engineering team puts an alert on a spike in API error rates, they should also have alerts on AI output distribution shifts, confidence score degradation, and override rate anomalies. The monitoring infrastructure for AI and that for software should be philosophically identical.
Version your models with the same discipline you use to version your code. A model update without a version increment and a documentation update is a compliance gap waiting to become a finding.
The EU AI Act’s Article 9 requirements for risk management systems make clear that risk management for AI is an ongoing process, not a deployment gate. The continuous monitoring expectation is not a European peculiarity. It is the logical endpoint of any serious model governance program.
“We Think It Works” Is Not a Risk Posture
The honest assessment of where most AI deployments sit today: teams built things quickly, they work reasonably well, and nobody has written down how they work or what oversight exists. That was defensible in 2022. It is increasingly not defensible in 2026.
The audit question is coming. For healthcare organizations, it may come from OCR. For fintech, it may come from a prudential regulator, a state AG, or a plaintiff’s attorney following a fair lending complaint. For everyone, it may come from a large enterprise customer’s procurement team as a prerequisite for contract renewal.
The organizations that will answer that question cleanly are the ones that built documentation, monitoring, and traceability into their AI systems from the beginning, not the ones that build it retrospectively when the examiner is in the building.
